Cambodia: Project “Our Bright Future”

The project was launched in July 2021 and sees Ai.Bi. responsible for training and capacity building of local authorities on international adoption.

The aim of the training is to strengthen the skills and knowledge of the authorities in relation to adoption laws, so that they can better define and implement the relevant rules and regulations.

The training intends to cover most aspects of adoption law in Cambodia, from a multidisciplinary and highly specialized point of view, including the following topics: 1. Objectives, purposes and scope of the law; 2. Fundamental principles of adoption laws; 3. Competent authorities; 4. Profile of the adoptee; 5. What are the procedures for MoSVY to consider a child as an abandoned child; 6. Priorities for the inclusion of minors; 7. Consent to adoption and withdrawal of consent; 8. Profile of the adopter; 9. Adoption procedures; 10. Expenses, commissions and fees; 11. Post-adoption services, record keeping and result of adoption; 12. Agencies and provisions on sanctions.

The activity involves:

  • Collection of the specific training needs of the competent authorities, within the identified topics: the methodology includes a documentary review, interviews with key informants (KII), data analysis and reports;
  • Timely definition of the training program and supporting materials;
  • Delivery of the training: two days of work in Phnom Penh, 3 trainers with a legal profile, participatory approach (there will be moments of frontal lessons and group work, case studies, exercises).

The activity will take place in the second half of 2022 and will involve about 50 public officials at national and sub-national level, directors of institutes and representatives of adoption agencies.
